TOAM

The Trade Obstacles Alert Mechanism (TOAM) is an online tool designed and developed by the International Trade Centre to facilitate the identification and elimination of obstacles faced by the business community. The TOAM platform provides a formal mechanism for the monitoring and resolution of trade obstacles through enhanced coordination between the public and private sector.

Why should you use TOAM?

  • One Single Channel towards which you can direct your trade-related problems
  • Confidentiality whilst reporting your complaint
  • Transparency as all updates by relevant institutions are posted online
  • Efficiency in resolving obstacles to trade since institutions have a formal platform for interaction
  • Better Policy-Making given that government agencies and trade support institutions have access to an updated database of obstacles faced by economic operators

Facing these problems at import or export?

  • Regulatory procedures
  • Procedural obstacles
  • Administrative burdens
  • Lack of information or transparency
  • Discriminating behaviour of officials
  • Time constraints or delays
  • Limited facilities
  • Lack of international recognition
  • Unusually high fees?

The Institutional Mechanism

undefined

The TOAM platform relies on:

  • Members of the business community who use the platform to report trade obstacles,
  • The National Focal Point (Mauritius Chamber of Commerce and Industry) which ensures efficient transmission of information between operators and government agency to maintain confidentiality,
  • The National Monitoring Committee (NMC) which oversees the effective functioning of the mechanism by gathering all parties involved in the enforcement of procedures and trade regulations.

The various Ministries and agencies involved in enforcement of procedures and trade regulations in the country will reply to the trade obstacles submitted by operators.
