  Manufacturing (excluding sugar milling)

To be consistent with the decision to harmonise the whole manufacturing sector and following the promulgation of the Finance Act 2006, the CSO no longer makes any distinction between EPZ and other manufacturing enterprises and gives a new presentation of the sector.

The manufacturing sector contributed around 19 % to total output. In nominal terms, the manufacturing sector rose by 14.0 % from Rs 34.8 bn in 2006 to Rs 39.6 bn in 2007. In real terms, after the contractions registered in 2004 and 2005, the manufacturing sector grew by +4.3 % in 2006 and by +3.2 % in 2007. The sector’s share in total employment is also expected to rise slightly from 23.1 % in 2006 to around 24 % due to the good performance of the textile sector.

The textile sector represented 33.9 % of the manufacturing sector in 2007, 0.5 % lower than in 2006. Its share in GDP dropped slightly from 6.6 % to 6.5 %. This is lower than the 8.1 % in 2004. After a drop to Rs 10.9 bn in 2005, value added of the sector picked up to Rs 12.0 bn in 2006 and to Rs 13.4 bn in 2007. In real terms, the sector grew substantially from +2.9 % to +8.5 % after a contraction to 14.7 % in 2005.

The food sector represented 31.0 % of the manufacturing sector. Its share in GDP was 5.9 %, 0.3 % higher than in 2006. In current terms, the food sector increased by 21.3 % from Rs 10.1 bn in 2006 to Rs 12.3 bn in 2007. After a period of low growth rate at +2.1 % in 2005, it went up to +9.6 % in 2006. In 2007, the growth rate in the food sector declined to +4.0 %.

Other manufacturing sector made up 35.1 % of total manufacturing sector. As a percentage of GDP, it was at 6.7 %, less than in previous years. Value added in the other manufacturing sector went up by 9.9 % from Rs 12.7 bn in 2006 to Rs 13.9 bn in 2007. However, in real terms, after periods of erratic growth rates, the other manufacturing sector contracted by 3.1 % in 2007. This negative growth rate is a clear indication of the difficulties faced by local manufacturers to withstand competition from imported goods.

6.2.1 Export Oriented Companies

“Export oriented enterprises” consists of all enterprises previously operating with an EPZ certificate and those producing goods for exports and holding a registration certificate issued by the Board of Investment (BOI).

Value added of export-oriented companies rose by 13.8 % from Rs 13.7 bn in 2006 to Rs 15.6 bn in 2007. Contribution of the sector in total manufacturing remained at around 39 %. As a percentage to GDP, this sector represented 7.5 % in 2007, same as in 2006. The last 2 years showed signs of recuperation in the sector after periods of contraction. The real rate of growth of the sector was higher in 2007 at +8.0 % compared to +4.6 % in 2006.



The number of export oriented enterprises fell from 441 in 2006 to 404 in 2007.  During the same period, total employment in these enterprises grew by 3.6 % from 64,962 to 67,314. An important rise was also noted in investment in this sector from Rs 2.2 bn in 2006 to Rs 4.3 bn in 2007 mainly as a result of investment in machinery and transport equipment.

Total exports of these enterprises amounted to Rs 37.8 bn in 2007, 12.5 % higher than in 2006. As a percentage to total exports, it represented 51.4 %, 6 % higher than in 2006. On the other hand, imports rose by 9.3 % from Rs 19.0 bn to Rs 20.8 bn. These imports consisted up to 87.1 % of raw materials in 2007 compared to 88.3 % in 2006.
